استفاده از عوامل بیولوژیک در جنگلهای بین المللی و حتی مناقشات منطقه ای تازگی ندارد. تقریبا از زمانی که انسان به وجود عوامل (عفونی و غیرعفونی) بیماری زا پی برد، سعی کرد آنها را برعلیه دشمنانش بکار گیرد. بیوتروریسم سوء استفاده از عوامل میکروبی یا فراورده های آن یا به عبارت جامع تر، استفاده از عوامل بیولوژیک به منظور ارعاب یا هلاکت انسانها و نابودی دامها، گیاهان و ... می باشد.
